Could anyone help me out? For some reason I can’t get the link ecu to connect to my tablet via wifi

Would anyone please explain in further details? just trying to get my head across how everything plugs in before i start buying stuff. so the dc converter powers up the wifi module right? where does the usb cable from the link plug into after that? Any help is appreciated
