Distributer Trigger problem?

A toyota 2TGEU Engine running a G3, Dizzy has bee welded and locked . While the engine is cranking the ECU will sometime pop up rev limit activated. While this is happening the engine will not start and i get no spark. Turbo shop in dunedin have looked but do not seem to know what it is. I have replaced the Signal generator itself along with most other ignition parts. Help any one.
