E Throttle fixed value when throttle abnormality occurs With normal DBW, it will stop due to an error when the main and sub voltages are abnormal, but are the safety settings that keep the TPS at a constant opening correct in the photo?

Im not sure that I understand your question correctly, but if there is any e-throttle related error occurs then the E-throttle system is completely powered down, and a low RPM limit is activated at the same time, the throttle blade will naturally return to whatever position the mechanical spring pushes it to, usually around 7% for most common throttles.
