I have a bosch dbw throttle which i am using to open a set of 4age silver top itbs, and i want to check that my linkage works. is there any safe way to power the dbw up to open and close without hooking it up to an ecu

Probably best to leave it unpowered and just move it by hand through it's full range. Alternatively you could connect it to 12v with an appropriate resistor in series with your 12v supply to massively reduce the amount of current it can draw.

also, i am using both TP sensors in the pedal and the bosch DBW should i also run the ITB throttle position sensor output to the ECU as an added safety

Up to you, would show you if you have any slop or non linearity in your linkage would might help for logging/troubleshooting. I'm not quite sure how you would want to implement safety features using it though
