Our tuner ran into issues when he attempted to load up his VTS to tune a car and found this nasty error. I found that the error has to do with XML, so I looked in the VTS folder and saw that there were 3 XML configuration files. Through the process of elimination I found that our particular error was located in the popout menu configuration file. You can safely move/delete all 3 of these files, as they will be re-generated on next startup (Keep in mind that you may lose your configuration settings, however). After removing the file, VTS started up and opened our file cleanly with no errors!
