  • Pullup resistor On means that when the switch isn't pulling to ground the ecu will pull the voltage up so that is correct.
  • Active state low means that the input is considered 'Active' when it is pulled to ground so that is correct.
  • Latch on would mean that the input state which change on each inactive to active edge (i.e. flick the switch on it goes to active, flick it off it stays active, flick it on again it goes inactive, flick it off it stays inactive), latch is usually used with momentary inputs like push buttons where you want to push it once for on and a second time for off.
