CAN Setup - MonsoonX to RacePak IQ3 (Through Universal Can Bus adapter Module)

I am trying to interface a MonsoonX to our RacePak IQ3 Logger Dash.  I have purchased and installed the RacePak Universal CAN adapter module.  I wired CanH and CanL as per the instructions for the module and I got the RacePak dash to recognize the CAN adapter module without any problems.  I also used PCLink to verify that the Link CAN bus is functioning on the engine as I can see TPS movements in PCLink.

I am trying to follow these instructions from PCLink to get the ECU to talk with the Universal CAN adapter module;

Setting up the Link ECU:

1.Open the CAN Setup window (PCLink > ECU Controls > CAN Setup).

2.Select the CAN module to be used.

3.Select an unused CAN Channel.

4.Set the Mode to 'Transmit Generic Dash'.

5.Configure the Bit Rate to 1 Mbit/s

6.Set the Transmit Rate to 50 Hz.

7.Set a CAN Identifier of 1000 (Normal)

8.Click Apply and then OK.

9.Make sure a Store (F4) is performed.

The CAN Setup option is not in the ECU Controls tab.  The ECU is locked from the engine builder, is that why that CAN Setup option is not available?  Is there something else I need to do to make it available?
