Opto/Hall LPV14 for Evo3

Hi there, I've just bought this unit secondhand with adapter harness to suit my Mitsubishi Evo 3. Unfortunately I don't really know what I'm doing!...but anyway I was hoping if I installed it it might run (at the very least)  but alas engine won't fire. I turn the ignition on and the fuel pump runs for 3 seconds - have plumbed in the MAP also. Any suggestions what to do? Does this require a hand controller or can I use a laptop...and would this be a step in the right direction? Sorry, newbie questions

There will be some initial set up to be done.

You can connect via PC on the LinkPlus. You will require a serial link to do this.
