V88 DBW calibration error 16

I am getting a error message when i perform a calibration on the throttle body.

The error i am getting is error 16 - cannot reach target 98%.

Setup is : 

V88

Bosch 82mm throttle body.

VE commodore pedal.

In the runtime values the pedal is reading alternate sweeps on both FPS(main) and FPS (sub) correctly within .46v to 4.7v and calibrates no problem.

During initial TPS calibration it will do a sweep showing 0 - 100% values with TARGET values matching. When it reaches the TPS main and TPS sub calibration stage that is when it faults. The Target value in the runtime shows 97.4%. Have tried a variety of PID settings with no improvement.  When it faults the throttle body stays at approx 100% until power off.

Voltages on the TPS are with .3v to 4.8v

Have manually tried to put the throttle body into 98 - 100% during the calibration stage just before it faults with no change.

The E-throttle target map is a FPS Vs Rpm 2 cell basic setup map vipec settings.

Which settings are being missed in the process causing the safety shutdown of relay for throttle body.

Can you do a PC log of the process and attach that and a copy of your tune.
