98 cars with solenoid IACV do not have/need hold power. 

99-00 cars with stepper motor will need at least storm (which I run) 

Depending on what you need, even on a 98 car, you will quickly fall short of I/O on a monsoon

i assume its a 99 as it has a stepper motor

so 2 triggers , ect , iat , tps
4 injectors , 2 ignitions 
boostvalve

tacho
fan relay

idle (4?? outputs)
and ecu hold power (di + aux ?)

 

map is onboard

fuel pump is separate

why shouldnt a Monsoon be enough ?

Monsoon doesnt have the hardware onboard to control a stepper motor.  You could possibly change to a solenoid valve but it will still be pretty tight. 

As well as the IO you have already mentioned, a V5/V6 road car would usually have: high speed and low speed fan relays, AC clutch, CE Light, AC request, Fuel pump, PS switch, Speed input.
